Lower Illinois River is a public river in Muskogee County and Sequoyah County, Oklahoma, managed by State of Oklahoma (public / navigable water). You can fish it on an Oklahoma fishing licence (a Trout Licence is also needed on the designated trout areas; Lake Texoma has its own combined OK/TX licence). An Oklahoma trout tailwater (the Lower Mountain Fork below Broken Bow Dam, the Lower Illinois below Tenkiller) — cold year-round water stocked heavily with rainbow trout plus holdover browns, with catch-and-release and artificial-only special-regulation zones; the state's only true trout fisheries alongside the Blue River.

Night fishing: No statewide night-fishing closure in Oklahoma; some city lakes and state parks post their own hours, and the trout areas have specific seasonal and catch-and-release zones — check the current Oklahoma Fishing Guide.
Boats: Oklahoma's big Corps reservoirs (Eufaula, Texoma, Grand, Kerr, Keystone, Oologah, Broken Bow) all have multiple public ramps and take any size boat; prairie rivers are bank-fished at bridge crossings and the trout tailwaters are wade or drift access.
