Green River is a public river in Emery County, Grand County, San Juan County, Uintah County, Wayne County and Carbon County, Utah, managed by Utah Division of Wildlife Resources. You can fish it on a Utah fishing licence — there is no separate trout stamp. Under Utah’s 2010 Public Waters Access Act you may float and fish where the river crosses private land, but you may NOT touch the streambed or bank without permission; legal wade access is on public land, at bridges and road crossings, and on the stretches with a public-access easement or Walk-In Access agreement. Blue Ribbon and cutthroat-conservation reaches carry their own tackle and bag rules. Public access confirmed via marquee water.
The Green River below Flaming Gorge Dam — one of the best tailwater trout fisheries on earth: cold, clear, spring-fed flows through Red Canyon and the Gates of Lodore holding thousands of wild brown, rainbow and Colorado River cutthroat trout per mile, floated by drift boat and walked on the Little Hole trail; slot and artificial-fly rules on the upper reaches.
It runs roughly 213 miles through the Northeastern Region region. Night fishing: No statewide night-fishing closure in Utah; a few waters have seasonal or hourly restrictions (spawning closures, some community ponds and state-park waters) — check the current Utah Fishing Guidebook for the specific water.
Boats: The big reservoirs (Flaming Gorge, Lake Powell, Strawberry, Bear Lake, Jordanelle, Willard Bay, Deer Creek, Starvation) take trailered boats via a state-park or Forest Service ramp; mountain lakes are car-top or hike-in and rivers are drift-boat or wade. Utah has a serious quagga-mussel problem — every boat must be inspected and, if it has been on Lake Powell, decontaminated, and all boaters must complete the mussel-aware course and pay the AIS fee.
Bank & bivvy camping: Roughly two-thirds of Utah is federal land — dispersed camping is allowed on most BLM and Forest Service ground along these waters, plus developed state-park and Forest Service campgrounds on nearly every major reservoir. Some Wasatch Front canyon watersheds (Little/Big Cottonwood, City Creek, Parleys) ban all camping and dogs.
Tackle: The general Utah trout limit is 4, but many waters carry reduced limits, slot limits, artificial-only or catch-and-release rules -- the Green River, the Provo, Blue Ribbon water and the cutthroat-conservation streams especially -- and native chub, sucker, Colorado pikeminnow, bonytail and June sucker must be released. Anyone 12 or older needs a Utah fishing licence — the resident annual is about $40, the non-resident annual about $100, with 1-day (~$16 resident / ~$25 non-resident), 3-day and 7-day options. There is no separate trout stamp. Children under 12 fish free (or on a $5 youth licence to keep their own limit). Buy from the Division of Wildlife Resources at wildlife.utah.gov.
