Bosnia has no single national fishing law. The Federation of Bosnia and Herzegovina (FBiH, 10 cantons), Republika Srpska (RS) and Brčko District each run their own system. In FBiH, fishing-area concessions are assigned by cantonal tender to a rights-holder, who may sell permits to anglers who've passed the domestic fishing exam (ribički ispit) — or to foreign nationals without needing that exam, a genuinely useful carve-out for visitors. RS issues its own colour-coded permits (dozvole) under its Zakon o ribarstvu with precisely defined validity windows. Rules vary by region — always check with the local angling association (ribolovno udruženje) before you travel.
