Étang de Goule is a substantial 77-hectare reservoir in Allier offering excellent mixed fishing for carp, catfish, pike and tench in a quieter corner of central France (295 miles from Calais). Boat fishing: Boat access is restricted at Étang de Goule. Fishing from a boat (barque) or float-tube is explicitly FORBIDDEN on the entire lake, confirmed by an on-site notice board reported by anglers. The base de loisirs (Village de Goule) operates non-motorised leisure craft (kayaks, pedal boats, dinghies, rowing boats, paddle boards, sailing boats) via its nautical base — these are tourist/leisure rentals, not fishing boats. An inter-préfectoral arrêté (n°2014-1-0915, signed by Cher and Allier prefects, available on cher.gouv.fr) governs navigation on the lake. No motor types (electric or petrol) are authorised for fishing use. The lake is classified as a private water body (domaine privé), with fishing rights held by the AAPPMA. Fishing is from the bank only.
Bivouac & overnight camping is permitted in designated areas only at Étang de Goule. The Village Loisirs de Goule operates a formal 'Bivouac de tipis' as a paying accommodation offering — this is a managed tourist product, not a free camping area. Free/wild bivouac by anglers is not explicitly authorised in publicly available rules. The Allier departmental fishing regulation notes that keeping carp captive overnight is permanently forbidden (no night retention). The site is classified as an Espace Naturel Sensible (ENS) and ZNIEFF, which imposes strict environmental constraints. Any angler bivouac during authorised night events would be at designated event zones on the north bank near the Village de Goule. Wild bivouac outside organised events should be treated as not authorised given the ENS/ZNIEFF status and the private ownership of the lakeside land. Confirm with the local AAPPMA.
Required permits & cards: Standard French fishing licence (carte de pêche) required. The Étang de Goule is listed under the Fédération de Pêche du Cher (18) and also appears in the Allier federation's arrêté as a regulated water.
