Stará Tisa is a river running about 8 km in Košice Region, eastern Slovakia, in the Zemplín and Abov lowlands. To fish it you need a Slovak state fishing licence (rybársky lístok) from any municipal office plus a permit (povolenie) for this water from the Slovak Fishing Association (SRZ); non-members and visitors can buy a guest permit (hosťovacie povolenie) by the day, week or season. There is no annual closed season on flowing carp water, and the national fishing-hours decree allows 24-hour fishing from June to October; any upland trout or grayling stretch is more tightly restricted, so check the SRZ rybársky poriadok for this revír.
Night fishing: Slovakia sets daily fishing times by law (Vyhláška 381/2018). On carp waters: 1 Jun–31 Oct fishing is permitted 24 hours a day; in May 04:00–24:00; 1 Nov–30 Apr 06:00–21:00. Flowing carp water has no annual closed season. If this water (or this stretch of it) is a designated trout (pstruhová) or grayling (lipňová) revír, hours are shorter and a seasonal closure applies — check its SRZ rybársky poriadok.
Boats: A boat used to fish (rybársky čln) is a recognised category under the Fishing Act — permitted unless that revír's poriadok says otherwise. Fishing from, and launching off, dam walls and outlet structures is commonly prohibited; some reservoirs restrict or ban motor boats.
Camping: Decided per water, not nationally. Nature-reserve waters — e.g. VN Sĺňava — ban tents, bivvies, open fires and loose dogs outright; some waters near Bratislava require anglers to carry a portable chemical toilet. Once you stop actively fishing you are on the landowner's land — check the revír's special provisions (zvláštne ustanovenia) and any protected-area overlay.
Season: No carp closed season on flowing water (rivers, canals). Individual species-protection periods still apply. Trout stretches closed 1 Oct–15 Apr; grayling stretches closed 1 Jan–31 May.

There is no ferry to Slovakia. Most UK anglers fly to Bratislava, Vienna, Kosice or Poprad and hire a car, or drive across Europe — roughly 1,481 miles from Calais (17-22 hours) via Belgium, Germany and Austria.

Slovakia has a continental climate, so timing matters. On the reservoirs — Orava, Liptovska Mara, Zemplinska sirava, Kralova, Domasa — spring (April–June) fishes well for carp, bream and zander as the water warms, but standing carp water is closed to carp fishing from 15 March to 31 May. From 1 June the national decree allows 24-hour fishing through to 31 October, and late summer into autumn is the peak, with the best chance of a big catfish from the Danube or the lower Vah.
Flowing carp water (the Danube, lower Vah, Hron, Bodrog) has no annual closed season. Upland trout stretches open on 16 April and grayling on 1 June. Winter fishing continues on the deeper reservoirs and the Danube for zander and bream.
