Fishing in Lower Saxony

Lower Saxony stretches from the Harz mountains to the North Sea coast, encompassing the Weser, Elbe and Ems river systems and the Steinhuder Meer — one of the largest inland lakes in northern Germany. The coastal tidal flats and estuaries offer sea-run species, while the inland gravel pits and lakes hold excellent carp and predator fishing.

The Elbe and Weser estuaries provide habitat for zander, asp, pike and perch, with some surprisingly large catches taken close to Bremen and Hamburg. Lower Saxony's peat bog lakes in the Emsland region hold clear acidic water with good tench and pike populations. Day tickets are available on many state-managed waters.

Fishing Licence & Permits in Lower Saxony

All anglers fishing public waters in Lower Saxony must hold a valid Fischereischein (state fishing licence) issued by the Lower Saxony fishery authority. Licences require passing the Fischerprüfung — a written and practical exam covering fish species, ecology and regulations.

In addition to the state licence, you need an Angelkarte (permit) for each individual water, issued by the managing Fischereiverein or fishery authority. Day tickets (Tageskarten) are available at many public waters and are the most practical option for visiting UK anglers who have not sat the Fischerprüfung. Night fishing, boat use and bivvy camping are regulated at venue level — always check the specific rules before travelling.

Fishing companion rule (Angelbegleitpflicht) — some German club waters require visiting anglers without a Fischereischein to be accompanied by a licensed German angler. This applies mainly on Angelverein club waters, and is most enforced in Bavaria. When purchasing a Tageskarte or Gastkarte, confirm whether an accompanying licensed angler is required before travelling.
