Bihor county in the Crișana region spans the Apuseni mountains in the east and the Crișul lowlands in the west. The Crișul Repede and its reservoirs, the Drăgan and Leșu lakes and a network of lowland pits and canals give a full range from mountain trout to lowland carp and pike.
Bihor contracted waters are administered by AJVPS Bihor and the Aqua Crisius association. On non-salmonid water night fishing is permitted; salmonid (mountain) sectors are daylight only. Fishing is allowed from the bank or from a boat except near dam sluices, and a fishing stand may not be held for more than seven consecutive days. You need the free ANPA permit plus the association permit.
Every angler needs the free ANPA recreational permit, available online at permise.anpa.ro. It covers the Danube, its arms, the Black Sea and non-contracted public waters.
Most inland lakes and rivers in Bihor are contracted to the county fishing association (AJVPS Bihor), which requires its own permit — sold by the day or the year and available from the association's offices and partner shops.
Mountain trout sectors in Bihor are managed by RNP-Romsilva: fishing is daylight only, from sunrise to sunset, with the Romsilva fishing tariff instead of the AJVPS permit. Border waters such as the Prut also need a Border Police endorsement.
