Fishing in Tulcea

Tulcea county covers almost the entire Danube Delta — the largest and best-preserved delta in Europe and a UNESCO World Heritage biosphere reserve. Its maze of channels, lakes and reed islands holds wild Danube carp, wels catfish, pike, pike-perch and asp, with the big lagoon complexes of Razim, Sinoe, Golovița and Zmeica along the Black Sea coast.

Fishing the Delta requires the ARBDD permits (a free recreational permit and a paid tourist access permit) — the ANPA permit is not valid inside the reserve. Pike, asp, wels catfish and carp are catch-and-release only; you may keep one fish per day from another species, up to 3 kg, and carry out at most 10 kg. A boat is the normal way to fish, and camping is only allowed at licensed sites.

Fishing Permits in Tulcea

Tulcea county is the Danube Delta. Recreational fishing requires two permits issued by the Danube Delta Biosphere Reserve Authority (ARBDD): a free recreational fishing permit and a paid tourist access permit. The national ANPA permit is not valid inside the reserve.

Pike, asp, wels catfish and carp are catch-and-release only. You may keep one fish per day from another species, up to 3 kg, and carry at most 10 kg (15 kg per family) out of the reserve. You may only fish the lakes and channels listed in Annex 3 of Order 159/1266/2011.

Bringing your own boat needs an ARBDD vessel access fee (100 lei/year or 20 lei/stay); motor vessels are banned from strictly protected zones. Camping is only allowed at licensed sites or the designated slow-tourism overnight points.
