Cluj county in Transylvania is built around the Someș river system. The accumulation lakes of the upper Someșul Cald — Fântânele, Tarnița, Someșul Cald and Gilău — are large, deep, scenic reservoirs holding pike, pike-perch, perch and carp, while the mountain streams above them are managed as trout water.
The Cluj reservoirs and lowland rivers are contracted to AJVPS Cluj — you need the free ANPA permit plus the county association permit. Boat fishing on reservoirs such as Tarnița also needs the permission of the dam operator (Hidroelectrica). Mountain trout sectors are administered by RNP-Romsilva and are day-only.
Every angler needs the free ANPA recreational permit, available online at permise.anpa.ro. It covers the Danube, its arms, the Black Sea and non-contracted public waters.
Most inland lakes and rivers in Cluj are contracted to the county fishing association (AJVPS Cluj), which requires its own permit — sold by the day or the year and available from the association's offices and partner shops.
Mountain trout sectors in Cluj are managed by RNP-Romsilva: fishing is daylight only, from sunrise to sunset, with the Romsilva fishing tariff instead of the AJVPS permit. Border waters such as the Prut also need a Border Police endorsement.
