Constanța county sits on the Black Sea coast and is defined for anglers by the network of navigation canals — the Danube–Black Sea Canal, the Poarta Albă–Midia Năvodari Canal and the Cernavodă warm-water canal — administered by AJVPS Constanța. These wide, deep canals hold strong stocks of carp, bream, pike-perch and catfish and fish well through the winter.
On the AJVPS Constanța canals fishing is from the bank only and is permitted day and night, with the fishing stand marked at night. You need the free ANPA permit plus the AJVPS Constanța permit. The county also borders the Danube Delta lagoon system to the north.
Every angler needs the free ANPA recreational permit, available online at permise.anpa.ro. It covers the Danube, its arms, the Black Sea and non-contracted public waters.
Most inland lakes and rivers in Constanța are contracted to the county fishing association (AJVPS Constanța), which requires its own permit — sold by the day or the year and available from the association's offices and partner shops.
Mountain trout sectors in Constanța are managed by RNP-Romsilva: fishing is daylight only, from sunrise to sunset, with the Romsilva fishing tariff instead of the AJVPS permit. Border waters such as the Prut also need a Border Police endorsement.
