Bistrița-Năsăud county is wedged between the Rodna, Călimani and Bârgău mountains in northern Transylvania. Its outstanding water is Lacul Colibița, a large mountain reservoir on the Bistrița Ardeleană ringed by forest and the Călimani volcanic range, holding trout, pike and carp. The Someșul Mare and its tributaries — the Rebra, Ilișua and Șieu — run trout and grayling in their upper sections.
The Someșul Mare headwaters, Rebra and Ilișua are RNP-Romsilva salmonid waters (daylight only, no retention of huchen or grayling). Colibița and the lowland rivers are contracted to AJVPS Bistrița-Năsăud, whose permit is needed with the free ANPA permit. A boat fee applies on Colibița, and combustion engines are banned.
Every angler needs the free ANPA recreational permit, available online at permise.anpa.ro. It covers the Danube, its arms, the Black Sea and non-contracted public waters.
Most inland lakes and rivers in Bistrița-Năsăud are contracted to the county fishing association (AJVPS Bistrița-Năsăud), which requires its own permit — sold by the day or the year and available from the association's offices and partner shops.
Mountain trout sectors in Bistrița-Năsăud are managed by RNP-Romsilva: fishing is daylight only, from sunrise to sunset, with the Romsilva fishing tariff instead of the AJVPS permit. Border waters such as the Prut also need a Border Police endorsement.
