Buzău county climbs from the Bărăgan plain to the Buzău and Vrancea mountains in the north. The Buzău river is the spine of the county — a large, gravelly river holding barbel, chub, carp and pike-perch — fed by the Bâsca Mare and Bâsca Mică, fast mountain streams with wild brown trout. On the plain, small accumulation lakes around Mihăilești and Balaceanu hold carp and bream.
The Bâsca Mare, Bâsca Mică and other mountain tributaries are RNP-Romsilva salmonid water (daylight only). The Buzău river and the plain lakes are contracted to AJVPS Buzău. Non-motorised boats may be used freely on the association's rivers and lakes; night fishing is not addressed in the regulament, so confirm locally.
Every angler needs the free ANPA recreational permit, available online at permise.anpa.ro. It covers the Danube, its arms, the Black Sea and non-contracted public waters.
Most inland lakes and rivers in Buzău are contracted to the county fishing association (AJVPS Buzău), which requires its own permit — sold by the day or the year and available from the association's offices and partner shops.
Mountain trout sectors in Buzău are managed by RNP-Romsilva: fishing is daylight only, from sunrise to sunset, with the Romsilva fishing tariff instead of the AJVPS permit. Border waters such as the Prut also need a Border Police endorsement.
