Călărași county stretches along the Danube in the southern Bărăgan, opposite Silistra. The Iezerul Mostiștei is the standout — a long, shallow accumulation on the Mostiștea holding carp, pike, bream and wels catfish — alongside Lacul Gălățui and the Borcea and Bala arms of the Danube around the Balta Ialomiței island.
The Borcea and Bala Danube arms are fished with the free ANPA recreational permit and allow night fishing; border stretches also need a Border Police endorsement. The Mostiștea reservoir, Gălățui and the inland lakes are contracted to AJVPS Călărași, whose permit is required in addition.
Every angler needs the free ANPA recreational permit, available online at permise.anpa.ro. It covers the Danube, its arms, the Black Sea and non-contracted public waters.
Most inland lakes and rivers in Călărași are contracted to the county fishing association (AJVPS Călărași), which requires its own permit — sold by the day or the year and available from the association's offices and partner shops.
Mountain trout sectors in Călărași are managed by RNP-Romsilva: fishing is daylight only, from sunrise to sunset, with the Romsilva fishing tariff instead of the AJVPS permit. Border waters such as the Prut also need a Border Police endorsement.
