Neamț county in Moldavia holds Romania's largest reservoir — Lacul Izvorul Muntelui, also called Lacul Bicaz, a huge accumulation on the Bistrița beneath Mount Ceahlău. It is fished for pike-perch, bream, pike and carp from the bank and by boat. Downstream the Bistrița is a chain of smaller reservoirs — Bâtca Doamnei, Vaduri, Pângărați — and the Bicaz, Tarcău and Cracău run trout in their upper reaches.
The Bicaz and Tarcău headwaters are RNP-Romsilva salmonid water (daylight only). Izvorul Muntelui and the Bistrița reservoirs are contracted to AJVPS Neamț, whose permit is required with the free ANPA permit. The Prut on the county's eastern edge is a border river needing a Border Police endorsement.
Every angler needs the free ANPA recreational permit, available online at permise.anpa.ro. It covers the Danube, its arms, the Black Sea and non-contracted public waters.
Most inland lakes and rivers in Neamț are contracted to the county fishing association (AJVPS Neamț), which requires its own permit — sold by the day or the year and available from the association's offices and partner shops.
Mountain trout sectors in Neamț are managed by RNP-Romsilva: fishing is daylight only, from sunrise to sunset, with the Romsilva fishing tariff instead of the AJVPS permit. Border waters such as the Prut also need a Border Police endorsement.
