Satu Mare county occupies the north-western corner of Romania where the Someș and Tur leave the country for Hungary. The Călinești–Oaș reservoir on the Tur, backed by the Oaș mountains, is the main stillwater — carp, pike, tench and pike-perch — with the Tur river and a set of gravel pits and commercial lakes around Satu Mare and Carei.
The Călinești reservoir, the Tur and the lowland pits are contracted to AJVPS Satu Mare, whose permit is required alongside the free ANPA recreational permit. Confirm night-fishing and camping rules with the association before travelling.
Every angler needs the free ANPA recreational permit, available online at permise.anpa.ro. It covers the Danube, its arms, the Black Sea and non-contracted public waters.
Most inland lakes and rivers in Satu Mare are contracted to the county fishing association (AJVPS Satu Mare), which requires its own permit — sold by the day or the year and available from the association's offices and partner shops.
Mountain trout sectors in Satu Mare are managed by RNP-Romsilva: fishing is daylight only, from sunrise to sunset, with the Romsilva fishing tariff instead of the AJVPS permit. Border waters such as the Prut also need a Border Police endorsement.
